  1. Heat oil over medium-high heat in a medium saucepan.
  2. Add turkey, onion, and bell pepper. Cook 4-6 minutes, or until turkey is cooked through and onion is translucent.
  3. Add garlic, soy sauce, and vinegar. Cook, stirring occasionally, for 2-3 minutes or until most of the liquid is evaporated.
  4. Add cilantro and mix well. Remove from heat.
  5. Evenly spoon mixture into lettuce leaves, and wrap the leaves around the mixture.
